Mudjacking in East Grand Forks
Concrete leveling and repair for East Grand Forks homes on the Minnesota side of the river.
East Grand Forks is the largest city in Polk County, Minnesota, with 9,176 people at the 2020 census. The Red Lake River runs through town and meets the Red River here. The original town, with downtown and the early residential streets, sits north of the Red Lake River; south of it is The Point, a nearly enclosed stretch of land between the two rivers with more of the city's housing.
A Minnesota city, Minnesota rules
Because it's across the state line, North Dakota's contractor license doesn't cover work here. Minnesota requires a residential building contractor license from the Department of Labor and Industry, but a contractor that offers only one skill, such as masonry and concrete, can be exempt, and so can small operators who hold a certificate of exemption. Ask any contractor what they hold and look it up on the department's site.
Sidewalk standards
The city's 2010 subdivision ordinance sets new sidewalks at a minimum of four inches of concrete on a four-inch gravel base, six inches where a walk crosses a driveway, with a slope toward the street. For repairs to existing walks or approaches, ask City Hall what permit applies.
Rebuilt after the flood
The whole city was evacuated during the 1997 flood and nearly every home was damaged. Several neighborhoods were later removed for the new dikes and the Greenway. Many of today's slabs date from that rebuilding, and backfill placed then is still settling in spots.
